For a cleaner Mediterranean by the year 2020
This initiative is funded by the European Commission through DG EuropeAid.

Striving for better legislation, frameworks, industrial permitting and monitoring to fight pollution from industries in the eastern Mediterranean

on 03 Oct 2011.

Stern preventive measures need to be taken if industrial pollution is to be curbed in the near future. In response to this reality, a Horizon 2020 CB/MEP capacity building training course took place in Beirut on 29-30 September 2011 and another in Ramallah on 2-4 October 2011. At the core of both trainings were the principles of Integrated Pollution Prevention and Control (IPPC) based on the application of an integrated environmental approach to the regulation of industrial activities. The courses also introduced the Cleaner Production (CP) concept which is considered to be an efficient tool for implementation of Best Available Techniques (BAT).

The workshops targeted professionals from central and local authorities in the industrial sector, as well as members of business organizations and entrepreneurs and aimed to provide a full understanding of the advantages and opportunities of an integrated permit system to control and monitor industrial activities. Existing institutional frameworks, legislation and policy related to emission limit values (ELVs) for industrial effluents, industrial permitting and monitoring systems, as well as the challenges faced were presented. The relevant EU directives, definition of BAT, criteria for determining BAT and on this basis setting Emission Limit Values were thoroughly covered during the course. Case studies showcased to the participants examples on the implementation of IPPC, linking the theoretical to the practical components. Site visits and exercises complemented the course methodology.

Both two-day national workshops were organized by UNEP/MAP’s Regional Activity Centre for Cleaner Production (CP/RAC). Read more on the trainings at

The Horizon2020 Initiative

Reaching its closing in 2020, the key achievements of the Initiative include: more investments, strengthened policy and legal frameworks as well as capacities to implement them, improved information and knowledge, enhanced education and awareness, higher priority of pollution reduction and prevention on national, regional and global political agendas (vs depollution) and contribution to setting the path towards green economy in the region.

The Mediterranean Sea is the largest of the semi – enclosed European seas, surrounded by 21 countries that share a coastline of 46,000 km. The region is home to around 480 million people and the environmental challenges it faces are significant. Back in 2006, the ‘Horizon 2020 Initiative’ was launched inviting all committed stakeholders to join efforts in substantially reducing pollution in the Mediterranean by the year 2020 by tackling the sources of pollution that are said to account for around 80% of the overall pollution of the Mediterranean Sea: municipal waste, urban waste water and industrial pollution.
